The Government of Estonia has decided to initiate the privatization of Omniva
Today, the Estonian Government reviewed the state of preparations for the sale of shares in Omniva and discussed potential ownership transfer scenarios. Following the discussion, it was decided to proceed with preparations for the sale of the company’s shares through a public auction. Based on this decision, preparatory activities will now commence. The signing of the share purchase agreement is planned for 2027.
Sigrida Soomlais, Deputy Secretary General for Regional Development at the Estonian Ministry of Regional Affairs and Agriculture, emphasized that the decision to privatize is driven by fundamental changes in the market and consumer behavior.
“The volume of traditional letters continues to decline, while parcel delivery volumes are growing rapidly. Omniva operates most actively in the commercial market, where the private sector has greater capacity to invest and develop services,” said Soomlais.
She also stressed that a change in ownership will not affect the provision of universal postal services in Estonia, as these are regulated and not dependent on ownership. While state involvement in Omniva has so far primarily ensured the provision of universal postal services and the functioning of the postal network, in the future this function will be guaranteed through regulation and public tenders rather than state ownership.
Martti Kuldma, Chairman of the Management Board of Omniva Group, noted that privatization is consistent with broader market developments.
“Over the past five years, the volume of universal postal services has declined by more than 75 percent, while the popularity of parcel deliveries via parcel lockers continues to grow. Omniva operates in a competitive international market, developing innovative technologies and services. Private capital will enable faster investment, service improvements, and a stronger market position,” said Kuldma.
The public auction is planned to take place over this year and next year, with the share purchase agreement expected to be signed in 2027. Completion of the transaction will depend on obtaining the necessary regulatory approvals.
Last year, Omniva reported revenues of €154.7 million and a normalized net profit of approximately €5.9 million. In 2025, the company processed more than 50.3 million parcels. Revenue from universal postal services amounted to €7.6 million, representing a 20 percent decrease compared to the previous year, and the service itself was loss-making.
AS Eesti Post, which operates under the Omniva brand, holds a license to provide universal postal services in Estonia until 2029. These services will continue to be delivered in accordance with legal requirements.
